POTLOCK

POTLOCK is an open-source public goods funding protocol that provides a composable set of on-chain primitives — pots, campaigns, quadratic funding, direct donations, and distribution — for founders, nonprofits, open-source contributors, and DAO treasuries to raise and deploy capital transparently. The platform operates under the slogan "raise for anything," targeting the problem of fragmented, opaque grant programs in crypto: foundations and DAOs typically run one-off spreadsheet-based processes that are hard to audit, favor large donors over communities, and lack reusable infrastructure.

The Open Funding Stack

POTLOCK's core architecture is the Open Funding Stack (OFS), a set of composable, MIT-licensed smart contracts that can be assembled into different funding programs. The four primary primitives are:

Pots (quadratic funding rounds). A Pot is a funding round with a sponsor-provided matching pool. Anyone — a foundation, a DAO, or a corporate treasury — can create a Pot by depositing a matching pool and defining eligibility criteria. Projects apply to participate, and a designated round operator (called a Chef) reviews submissions for eligibility. Once the round opens, donors contribute directly to approved projects. At round close, the quadratic funding formula determines how the matching pool is distributed: payouts are proportional to the square of the sum of the square roots of individual donations. In practice, this means many small donations from diverse supporters earn a project far more in matching than a single large contribution — rewarding community breadth over donor concentration.

Campaigns. Campaigns are on-chain crowdfunding rounds without a matching mechanism. They allow projects, nonprofits, and individuals to receive direct contributions in any supported asset from any supported chain, with full on-chain accounting.

Direct Donations. A project profile on POTLOCK can receive direct contributions at any time outside of a formal round, functioning as a persistent, cross-chain tip jar with transparent on-chain records.

Distribution. After a pot closes, the distribution primitive handles payouts to approved projects according to the quadratic formula or any other configured weighting, executed on-chain for transparency and auditability.

Sybil Resistance and Identity

Quadratic funding is vulnerable to Sybil attacks, where a single actor creates many wallets to inflate their apparent donor count. POTLOCK addresses this via NadaBot, an identity aggregator on NEAR that checks multiple verification signals — on-chain activity history, social attestations, and other identity providers — to assign a unique-personhood score to each participant. Only wallets that meet a configurable threshold are counted as valid donors in the quadratic matching calculation. Operators can customize the minimum score required when deploying a Pot.

Cross-Chain Support Including Solana

POTLOCK is deployed primarily on NEAR Protocol, where its smart contracts live and where most of the on-chain computation happens. However, the platform accepts contributions from a wide range of networks: EVM chains (Ethereum, Arbitrum, Base, Polygon), Bitcoin and forks, and Layer 1 networks including Solana, Sui, Stellar, TON, and others.

Solana integration works through NEAR Intents, a cross-chain interoperability protocol that enables native asset swaps between Solana and other networks. Donors holding SOL can contribute directly to POTLOCK campaigns and pots without manually bridging first — the NEAR Intents layer handles the cross-chain swap and settlement. This positions POTLOCK as one of the few public goods funding platforms accessible directly from the Solana wallet ecosystem.

Separately, POTLOCK's engineering team built POTLAUNCH, a cross-chain token launch kit that uses Solana as its primary base chain and bridges to NEAR via NEAR Intents and Omnibridge. POTLAUNCH allows project teams to run fair, community-powered token launches with cross-chain participation.

GrantPicks and AI-PGF

GrantPicks is a distinct POTLOCK product that runs head-to-head project contests using on-chain voting rather than donation amounts as the signal. In a GrantPicks round, community members vote to compare projects directly, and matching allocations are determined by aggregated rankings rather than purely by donation volume. Veridise, a blockchain security firm, conducted a formal security assessment of the GrantPicks protocol from January 13 to February 11, 2025, over eight person-weeks with two security analysts. The full audit report is publicly available in the POTLOCK GitHub repository.

POTLOCK also leads AI-PGF (AI-Powered Public Goods Funding), an initiative exploring the intersection of artificial intelligence, Web3, and public goods. The program includes agent framework research, AI-assisted grant discovery, and autonomous grant distribution experiments. The team is developing a platform token intended to serve as payment infrastructure for the launchpad and to power autonomous grant programs.

Organization and History

POTLOCK was founded by PlugRel, who previously headed Public Goods at NEAR Foundation before spinning out to build POTLOCK full time. The project operates through two legal entities: Potluck Labs, Inc, a Delaware C-corp that holds the intellectual property and leads research and development; and the Potluck Foundation DAO, a Marshall Islands nonprofit that deploys and governs the on-chain contracts.

The Digital Public Goods Alliance verified POTLOCK as a certified Digital Public Good on February 12, 2024 (DPG ID: GID0091018), recognizing its open-source licensing, transparent documentation, and compliance with open-data standards. Partners include the NEAR Foundation (formal partnership announced March 2024), Stellar, Meta Pool, Blockchain Acceleration Foundation, and several ecosystem DAOs including NEAR Africa DAO, Creatives DAO, Build DAO, and MpDAO.

As of the platform's live metrics, POTLOCK has supported over 370 projects, channeled more than $203,000 in funding, and counted more than 2,200 unique supporters — all recorded on-chain.

Role in the Solana Ecosystem

While POTLOCK's smart contract layer is anchored on NEAR, its multi-chain design makes it accessible to Solana builders and donors. The NEAR Intents integration allows SOL holders to back open-source tools, developer infrastructure, and nonprofit initiatives funded through POTLOCK's quadratic rounds. For Solana-based foundations or DAOs looking to run grant programs with transparent on-chain mechanics and built-in Sybil resistance, POTLOCK's Pot primitives offer a deployable alternative to centralized spreadsheet-based grant administration.
