SEC Chairman Paul Atkins will deliver the closing keynote at Solana Summit DC on September 14, the Solana Policy Institute announced on September 2. His session is scheduled for 5:00 PM and will cover the SEC's vision for digital asset regulation. The following morning, the Senate holds a procedural cloture vote on the CLARITY Act, the legislation that would establish the first statutory framework for classifying digital assets as securities, commodities, or stablecoins.
The U.S. securities regulator choosing a Solana-specific policy event for a keynote address, one day before the Senate's most significant crypto floor test, is a marker of how far the SEC's posture has shifted since the enforcement-heavy era.
Speaker Lineup Spanning Congress and the Regulatory Agencies
The event, organized by the Solana Policy Institute under its "Washington x Wall Street" banner, opens at noon in Washington, D.C. and closes at 5:00 PM before an evening reception. The speaker roster is bipartisan and cross-agency.
Rep. Tom Emmer, a CLARITY Act co-sponsor, will join a panel on market structure legislation alongside Sen. Cynthia Lummis (R-WY), who is expected to address the legislative pathway. Patrick Witt, Executive Director of the President's Council of Advisors for Digital Assets, joins Summer Mersinger, CEO of the Blockchain Association, and Michael Passalacqua, a senior CFTC advisor, on the regulatory side. Atkins closes the formal program.
CLARITY Act: September 15 Cloture Vote and What It Requires
Senate Majority Leader John Thune filed for cloture on the Digital Asset Market Clarity Act before the August recess, setting up a procedural vote as soon as September 15 when the Senate reconvenes. Cloture requires 60 votes to succeed, meaning Republicans need to draw Democratic support to end debate and bring the bill to the floor.
The legislation has moved further through Congress than any predecessor. H.R. 3633 passed the House 294-134 in July 2025, with 78 Democrats joining Republicans. The Senate Banking Committee advanced its version 15-9 in May 2026. Negotiations stalled before August over stablecoin yield provisions, ethics enforcement mechanisms, and financial crime provisions.
Atkins told Fox Business on September 2 that he expects the timeline to hold. "The Clarity Act will be voted on in the Senate on the 15th of September," he said, according to crypto.news. "I anticipate and hope that it will be passed by the Senate and sent ultimately to the President's desk for a signature."
Atkins' SEC Direction: Minimum Dose, Maximum Freedom
The keynote topic at Solana Summit DC will likely draw on the regulatory direction Atkins set out in his August 18 Regulation Crypto Assets statement, in which he proposed two new offering exemptions the SEC is developing in parallel with CLARITY:
A startup exemption would allow token offerings up to $5 million over four years, with principles-based disclosure requirements. A fundraising exemption would permit up to $75 million in annual offerings, with audited financials required at higher thresholds. Both include a potential investment contract safe harbor: issuers that certify they have ceased essential managerial efforts over a project could have that asset exit SEC jurisdiction entirely.
Atkins has described the overall direction as "minimum effective dose, maximum freedom to build, and durable clarity." The proposed rules are designed to align with the CLARITY Act's framework, so agency rulemaking and legislation are running in parallel.
From Enforcement Target to Summit Host
The event marks a notable turning point for Solana SOL$101.57+2.8%. SOL (SOL) was named as an unregistered security in the SEC's 2023 enforcement actions against Coinbase and Binance, a broad wave that placed the network's developers and validators in direct regulatory crosshairs and helped spur the founding of the Solana Policy Institute.
The Institute subsequently lobbied for open-source developer protections in Section 604 of the CLARITY Act, which would shield non-custodial software developers from money-transmission liability. In July 2026, Atkins made his first on-record endorsement of the bill, pledging the SEC's technical assistance to Congress in refining its language. The Senate had shelved the vote until September while competing priorities consumed the floor schedule.
Whether 60 senators agree to begin debate on September 15 depends on unresolved Democratic holdouts. That answer arrives the morning after Atkins closes the Solana Summit stage.
