Circle

Circle is the financial infrastructure company that issues USDC, the world's largest regulated stablecoin, and provides the developer and institutional rails for moving digital dollars across the global internet economy.

What Circle Does

Founded in 2013, Circle's core mission is to reduce the friction of global money movement. Its flagship product, USDC, is a dollar-pegged stablecoin that settles in seconds on public blockchains rather than days through correspondent banking. Circle has since expanded beyond that single instrument to offer a full platform covering stablecoin issuance, cross-chain transfers, embedded wallets, smart-contract tooling, FX services, and—most recently—its own Layer-1 blockchain called Arc.

As of September 2026, $73.8 billion USDC is in active circulation. On-chain USDC transaction volume reached $14.8 trillion in the second quarter of 2026 alone, a 151% increase year-over-year.

USDC: How It Works

USDC is fully backed by cash and cash-equivalent assets on a 1:1 basis. Reserves are held primarily in the Circle Reserve Fund (USDXX), an SEC-registered money market fund custodied at Bank of New York Mellon and managed by BlackRock. Institutions can mint USDC by depositing US dollars through Circle Mint and burn USDC to redeem dollars at any time; end users access USDC through the 500-plus million wallets that support it and on 40-plus exchanges.

In April 2025, the SEC confirmed that stablecoins meeting defined criteria—including USDC—are classified as "Covered Stablecoins" and not securities. Circle also received a trust charter from New York's Department of Financial Services in July 2026, reinforcing its standing as the most regulated stablecoin issuer in the world. USDC is natively issued on 38 blockchains, accessible through Circle Mint in 185-plus countries, and used by more than 1,000 institutional partners.

Circle also issues EURC, a fully-reserved euro stablecoin, and USYC, a tokenized money-market fund. Its newest instrument, cirBTC, provides institutional-grade wrapped Bitcoin.

Developer Platform

Circle's developer suite is designed so any application can embed programmable money without building custody, compliance, or treasury infrastructure from scratch.

Wallets let developers embed secure, multi-chain wallets directly in their apps on a pay-as-you-go basis, abstracting private-key management through programmable wallets with built-in recovery options.

CCTP (Cross-Chain Transfer Protocol) enables native USDC transfers between any two supported chains with 1:1 capital efficiency—USDC is burned on the source chain and minted on the destination, eliminating wrapped-token risk. CCTP V2, which added Solana support, introduced a faster attestation path and a "fast transfer" mode for time-sensitive settlement.

Gateway provides a unified USDC balance across chains without pre-funding, so merchants and applications do not need to manage separate liquidity pools per chain.

Paymaster lets users pay gas fees in USDC, removing the requirement to hold a chain's native token for transactions.

Contracts supplies audited smart-contract templates and end-to-end tooling for deploying financial applications.

All products are managed through Circle Console, a unified dashboard for API keys, account management, and monitoring.

Arc: Circle's Layer-1 Blockchain

Circle launched Arc mainnet on September 16, 2026, describing it as an "Economic Operating System for the Internet." Arc is built from the ground up with stablecoin-native infrastructure and native Circle integration, intended to serve institutional finance, tokenized real-world assets, and payment applications that require compliance guarantees at the protocol layer. The network launched with over 100 institutional partners and ecosystem builders participating on day one.

Circle raised $222 million for Arc in a token presale at a $3 billion fully diluted valuation, with participation from BlackRock, a16z Crypto, and Apollo. The ARC token has a total supply of 10 billion, with approximately 25% allocated to Circle and 60% reserved for ecosystem participants.

Circle on Solana

Solana is Circle's second-largest chain by USDC supply. As of mid-2026, approximately $10–12 billion in native SPL USDC sits on Solana—roughly 20–25% of Circle's total USDC float. Circle issued $64.5 billion in USDC on Solana throughout 2025, and minted a record $3.25 billion in a single week in 2026.

Several factors make Solana particularly attractive for USDC activity. Sub-cent transaction fees make small-value transfers economically viable, enabling consumer-facing apps, micropayments, and high-frequency trading. Solana's throughput supports the volume of Jupiter-aggregated swaps, Raydium liquidity pools, and perpetuals platforms that settle in USDC. CCTP V2's native Solana integration allows USDC to flow directly from Ethereum, Base, Arbitrum, or other chains without wrapped tokens or centralized bridges.

Institutional adoption on Solana has accelerated alongside this growth. Visa launched USDC settlement on Solana for U.S. merchant payouts in 2025, with Cross River Bank and Lead Bank among early participants. Stripe treats Solana as a first-class settlement chain in its stablecoin payments stack.

Company Background

Circle went public on U.S. stock markets in June 2025 (NASDAQ: CRCL), raising $1.2 billion in its IPO. In September 2026, the company agreed to acquire Tazapay, a Singapore-based cross-border payments platform serving 60-plus banking and fintech partners across 100-plus payout markets—a move intended to accelerate USDC distribution into emerging-market corridors. Circle also secured a principal partnership with Chelsea FC in August 2026, placing the USDC brand on team uniforms starting with the 2026/27 season.

Revenue in Q1 2026 grew approximately 20% year-over-year as Circle invested in Arc development, institutional sales, and expanding its global regulatory footprint.

Why It Matters for Solana

USDC on Solana is natively issued by Circle, not bridged or wrapped, carrying the same regulatory backing and reserve transparency as USDC on Ethereum. This makes Solana an institutional-grade settlement layer rather than a secondary market. As CCTP V2 lowers friction for cross-chain USDC flows and enterprise adoption deepens through Visa and Stripe, Solana's share of USDC activity is positioned to continue expanding. Circle's developer infrastructure—wallets, contracts, Paymaster, Gateway—gives builders on Solana direct access to the most regulated and most liquid dollar stablecoin on-chain.
