TER

TER — from the Dzongkha word meaning Treasure — is a sovereign-backed, gold-backed digital token issued on the Solana blockchain by Gelephu Mindfulness City (GMC), a special administrative region of the Kingdom of Bhutan. Launched on December 17, 2025, Bhutan's National Day, TER represents one of the first instances of a nation-state leveraging a public blockchain to digitize sovereign gold reserves for international investors.

The Problem TER Addresses

Owning physical gold as a store of value has historically required dealing with logistics, custody intermediaries, and geographic limitations. Existing gold-backed digital instruments are typically issued by private entities without sovereign backing, creating counterparty risk. TER is designed to combine the security attributes of sovereign-held physical gold with the liquidity, portability, and transparency that blockchain infrastructure enables — offering a hedge against currency inflation without sacrificing the safety of government-regulated custody.

How TER Works

Each TER token represents physical gold held in custody. The core tokenization infrastructure is provided by Matrixdock, a real-world asset (RWA) platform under the Matrixport Group. Matrixdock brings institutional-grade tokenization experience — most notably through XAUm, its own tokenized gold product backed by LBMA-accredited 99.99% pure gold — to build the underlying framework for TER on Solana.

DK Bank, Bhutan's first licensed digital financial institution, serves as the exclusive distributor and custodian of TER. During the initial phase, purchased tokens are held in institutional custody at DK Bank, mirroring the security model of acquiring physical gold from a major financial institution. DK Bank operates under dual oversight from both the Royal Monetary Authority of Bhutan and the Gelephu Mindfulness City Authority, providing a clear regulatory framework.

The Solana blockchain was selected as the issuance layer for its enterprise-grade throughput, low transaction costs, and minimal environmental footprint — practical considerations for a sovereign institution building financial infrastructure intended for broad international access.

Key Features

Sovereign backing. Unlike privately issued gold tokens, TER is issued under the regulatory framework of Gelephu Mindfulness City and overseen by Bhutan's Royal Monetary Authority. This sovereign dimension provides a layer of institutional credibility not common in the tokenized gold space.

Institutional-grade custody. DK Bank handles all custody and distribution functions under government regulation, giving token holders exposure to gold through a licensed digital bank rather than a purely crypto-native custodian.

On-chain transparency. Issuing on Solana makes token holdings and transfers publicly verifiable, adding a layer of auditability to what would otherwise be a traditional custody arrangement.

Digital portability. TER tokens can be transferred on-chain, giving international holders the ability to hold and move sovereign-backed gold exposure without the friction of physical gold transport or traditional banking intermediaries.

Familiar acquisition experience. The initial purchase process is structured through DK Bank, deliberately mirroring the experience of buying physical gold from a financial institution — lowering the barrier for non-crypto-native investors.

Institutional Partners

Gelephu Mindfulness City (GMC) is the issuing authority. Established as a special administrative region within Bhutan, GMC is a purpose-built city designed to attract international investment and serve as a hub for technology, wellness, and sustainable development. Its involvement makes TER a core piece of Bhutan's digital sovereignty strategy.

Matrixdock functions as the core technology partner for TER's tokenization architecture. The firm's institutional track record includes launching STBT, Asia's first tokenized short-term treasury bill product, and XAUm, described as Asia's largest tokenized gold project with physical redemption available across major Asian wealth centers. Matrixdock earned the Ecosystem Excellence TADS Award in 2023 for Trading and Liquidity Solutions. Matrixdock has also independently expanded its XAUm product onto Solana, reflecting the team's familiarity with the network and its suitability for institutional RWA deployments.

DK Bank is Bhutan's first licensed digital asset bank. It operates under regulation from both the Royal Monetary Authority of Bhutan and the Gelephu Mindfulness City Authority, making it the compliant interface between TER token holders and Bhutan's physical gold reserves.

Bhutan's Broader Crypto Context

TER does not emerge in isolation. Bhutan began mining Bitcoin in 2019 using surplus hydroelectric power and by the time of TER's launch held close to 6,000 BTC in national reserves — one of the larger sovereign Bitcoin holdings globally. The country has also enabled crypto payments across more than 1,000 businesses via a partnership between DK Bank and Binance Pay, supporting its tourism sector. TER represents a step beyond holding and payments: Bhutan is now using tokenization to actively digitize its sovereign wealth.

Fit in the Solana Ecosystem

TER joins a growing category of real-world asset projects building on Solana, drawn by the network's transaction speed, low fees, and growing institutional infrastructure. The choice of Solana also aligns with Matrixdock's existing footprint — the firm brought XAUm, its flagship tokenized gold product, to Solana as part of a broader push to enable institutional-grade tokenized gold at scale on the network. TER plugs into this infrastructure, benefiting from an ecosystem that increasingly supports sovereign and institutional RWA issuance alongside its established DeFi and payments activity.
