Breakpoint 2023: How to Build Neon on Solana

Summary In a detailed presentation, Andrey Falaleev, co-founder and CTO of Neon Labs, introduces the Neon EVM, a project that aims to bring Ethereum Virtual Machine (EVM) compatibility to the Solana blockchain, boasting low transaction costs and high speeds. ... He also explains how existing Ethereum development tools and contracts can be directly used with Neon EVM with no modifications required.

About

Neon EVM

Neon EVM is an Ethereum-compatible execution layer that runs natively on Solana, built and maintained by Neon Labs. Unlike cross-chain bridges or separate Layer 2 networks, it operates as a Solana program — the Neon EVM Program at address NeonVMyRX5GbCrsAHnUwx1nYYoJAtskU1bWUo6JGNyG — enabling Ethereum Virtual Machine bytecode to execute directly within Solana runtime. The project positions itself explicitly as not a bridge, not a Layer 2, but rather an extension of Solana Layer 1 infrastructure.

How It Works

The core architecture involves two components. The Neon Proxy converts incoming Ethereum-formatted transactions into Solana-compatible instructions. The Neon EVM Program, a Solana smart contract, then executes those translated instructions on-chain. This means Solidity contracts that developers have written for Ethereum can be deployed to Solana without rewriting in Rust or adapting to a new execution model.

Developers interact with Neon EVM using the same tools they use on Ethereum: Hardhat, Foundry, Remix, and Truffle for development and deployment; MetaMask, Web3.js, and Ethers.js for wallet and RPC integration. Neon supports standard Ethereum JSON-RPC endpoints, so existing deployment scripts generally work without modification.

Key Technical Features

A January 2025 mainnet upgrade introduced four significant improvements. EIP-1559 fee support added a dual-parameter fee structure with maxFeePerGas and maxPriorityFeePerGas, aligning Neon EVM fee model with Ethereum standard and improving compatibility with MetaMask and Web3.js tooling.

The Solana Signature SDK, launched in December 2024, allows users holding Solana-native wallets — Phantom, Backpack, and Solflare — to interact directly with EVM dApps on Neon EVM. Transactions can be signed using Solana ed25519 signature scheme rather than requiring users to maintain a separate EVM wallet. SOL can be used as the gas token, removing friction for Solana-native users entering EVM applications.

Enhanced block.timestamp behavior resolved previous inconsistencies caused by Solana variable block times, achieving parity with Ethereum native behavior for time-sensitive applications including DeFi protocols and gaming contracts. A fourth improvement, Save HEAP in Solana Account, preserves dynamic memory state between contract execution iterations, enabling state persistence for Solidity contracts that manage memory-intensive operations across multiple transactions.

Solana Interoperability

One of Neon EVM differentiating capabilities is direct, atomic access to Solana native ecosystem. EVM smart contracts deployed on Neon can interact with Solana programs and SPL token accounts without going through a bridge. This enables EVM-based DeFi protocols to tap Solana existing liquidity pools and DeFi primitives while remaining written in Solidity. A Raydium integration is among the referenced examples of this cross-ecosystem composability.

Block exploration is handled through a Blockscout integration, providing contract verification, transaction inspection, and address lookups consistent with the Ethereum developer toolset.

Roadmap and Development

Neon Labs published an updated 2025 roadmap in March 2025 structured around four phases: Foundations, Catalyst, Acceleration, and Expansion. Phase 1 (Q1 2025) delivered the Solana Signature SDK V1. Phase 2 (Q2 2025) targeted Solana Signature SDK V2 with automated balance handling, on-chain libraries for Solana program interaction, optimized fee calculations to reduce costs under heavy load, and a developer bootcamp. Phase 3 (Q3 2025) focused on Extended Composability to reduce EVM instruction limitations and account containers to work around Solana 64-account-per-transaction limit. Phase 4 targeted a Tracer API for transaction debugging, native sponsored transactions, and a Rust-based Proxy implementation intended to improve decentralization of the operator set.

The project has also attracted application developers including gaming titles BattleDogs Arena and Kugle virtual pets, demonstrating use cases beyond DeFi.

NEON Token

The project native token is NEON, which functions as the gas token for transactions on the network. Token holders can also participate in governance. Full tokenomics — total supply, distribution schedules, and vesting details — are not disclosed in official documentation.

Team and Organization

Neon EVM is developed by Neon Labs. Ivan Bjelajac was appointed CEO in October 2025. The codebase is open source and hosted at github.com/neonevm/neon-evm, with active development history.

The project positioning centers on the conviction that Solana throughput and cost profile, combined with Ethereum developer ecosystem and tooling, creates a better environment for EVM application deployment than either ecosystem alone. Neon EVM serves as the technical bridge between those two developer communities without relying on asset bridges or off-chain sequencers.
