Serbia's Finance Minister Siniša Mali met with leadership from the Solana Foundation and the Solana Policy Institute on August 27, 2026, on the final day of Solana Summit Serbia in Belgrade. No memorandum of understanding or formal agreement was announced. The discussion was exploratory, with the Ministry's stated goal being to position Serbia as a hub for financial innovation in the region.

Finance Minister Mali's Three-Point Agenda at Solana Summit Belgrade

The summit ran August 26–27 at the Sava Congress Center in Belgrade, organized by Superteam Balkan, a nonprofit that has distributed over $500,000 in non-equity grants and supported startups in raising more than $10 million. The government presence at this year's event was unusually broad for a Solana ecosystem conference: Serbia's Ministry of Finance, Securities Commission, and Belgrade Stock Exchange all participated as institutional partners, alongside the Croatian National Bank and Raiffeisen Bank.

Mali described Serbia's case for hosting financial innovation in terms of its existing strengths rather than regulatory promises.

The three discussion items tracked against that framing: law reform to update the regulatory foundation, Belgrade Stock Exchange tokenization as the financial infrastructure goal, and EXPO 2027 (scheduled to take place in Belgrade, the first world exposition in the Western Balkans) as a fixed public showcase for any progress made in the interim.

Serbia's Law on Digital Assets and What Reform Could Address

Serbia adopted its Law on Digital Assets in 2021, among the first Western Balkan states to pass dedicated digital asset legislation. The law created a dual regulatory structure: the National Bank of Serbia oversees virtual currencies used as payment instruments, while the Securities Commission regulates digital tokens that function as financial instruments, including those connected to initial coin offerings.

The law has been functional, with providers required to hold authorization, maintain asset segregation, and meet AML reporting obligations. But the existing framework was written before the RWA and tokenized securities market matured into a significant segment of on-chain activity. The discussions with the Solana Foundation and Solana Policy Institute appear aimed at identifying where the current law creates friction for modern tokenized capital market infrastructure.

No specific proposed amendments were disclosed following the August 27 meeting.

Belgrade Stock Exchange (BGDX) Tokenization: Technical Groundwork and Solana's Position

The most operationally specific item on the agenda was tokenizing securities listed on the Belgrade Stock Exchange. Anina Milanović, a strategic advisor to BGDX, participated in the summit's sessions focused on bridging traditional capital markets with blockchain technology and implementing Serbia's Capital Markets Development Strategy.

The interest in Solana as a potential delivery layer reflects where the global tokenized securities market currently sits. Solana's RWA ecosystem reached a $3.9 billion all-time high in August 2026, with over 300,000 unique RWA holders leading all public blockchains. Tokenized stock volume on Solana reached $10 billion in June 2026 alone. ECD, a licensed Serbian crypto company, already provides access to tokenized stocks issued on the Solana network, giving the BGDX discussion a local operational reference point.

Whether that discussion leads to a formal BGDX tokenization pilot depends on legislative progress and decisions within the Securities Commission, neither of which was given a public timeline following the meeting.

EXPO 2027 and Solana's Expanding Government Engagement

EXPO 2027 runs in Belgrade and gives Serbia a fixed international showcase date. Including Solana in that program would be a public commitment rather than a bilateral discussion. The format and scope of what participation would involve was not described in the B92 report.

The pattern here is the Solana Policy Institute extending its reach beyond the United States. The SPI launched to shape US digital asset legislation, with its most prominent recent focus on the CLARITY Act congressional hearings earlier this year. Its presence at the Belgrade meeting, alongside the Solana Foundation, places the organization in documented government engagement beyond Washington for the first time in this form.

Serbia is not an EU member state, which gives it more latitude in shaping its own digital asset framework without aligning to MiCAR timelines. That independence cuts both ways: faster potential reform, but also no automatic EU passporting for any products built on a Serbia-specific legal structure.

Serbia's Legislative Calendar and Signs of Progress on BGDX Tokenization

The August 27 meeting produced no signed commitments. What it did produce is a Finance Ministry on record as engaging with Solana's institutional leadership on specific infrastructure questions (stock exchange tokenization among them) at an event where the Belgrade Stock Exchange, Securities Commission, and two international banks were also present.

Progress on any of the three items discussed will be visible in Serbia's legislative calendar and in whatever the Securities Commission says publicly about BGDX tokenization. Until then, this is a documented intent-level engagement between a finance ministry and an ecosystem organization, significant in that it happened at this level, with scope still to be determined.
