Cross River Bank

Cross River Bank is an FDIC-insured financial institution headquartered in Fort Lee, New Jersey, that has positioned itself at the intersection of traditional banking and financial technology. Founded in June 2008 by Gilles Gade—a former Barclays and Bear Stearns investment banker—the bank was conceived during the height of the financial crisis with an explicit mission to expand access to financial services for consumers and businesses that mainstream banks were leaving behind. What has distinguished Cross River from community banking peers is its early and deliberate pivot toward technology partnerships and API-driven infrastructure, a strategy that has made it one of the most consequential fintech-enabling banks in the United States.

The Cross River Operating System

At the heart of Cross River's product offering is COS—the Cross River Operating System—a proprietary, event-driven core banking platform built entirely in-house and launched in 2018. COS was designed from the ground up to avoid the limitations of legacy bank infrastructure. It exposes RESTful APIs and webhook-based event streams so that fintech partners can embed banking capabilities directly into their own products without building a licensed bank from scratch.

COS connects to the full spectrum of U.S. payment rails—ACH, Same-Day ACH, wire transfers, Real-Time Payments (RTP), and FedNow—alongside card networks including Visa and Mastercard. Partners access capabilities including card issuance (debit, credit, and prepaid), marketplace lending origination and underwriting, and increasingly, stablecoin and onchain settlement. A sandbox environment allows developers to build and test integrations before going live, and the modular architecture means partners can activate specific capabilities without being locked into an all-or-nothing bundle.

Cross River has deployed this platform to power lending, payments, card programs, and crypto infrastructure for more than 100 technology partners, including Coinbase, Stripe, Affirm, Upstart, Plaid, and X (formerly Twitter), among others. The bank became nationally known during the COVID-19 pandemic when it became the second-largest Paycheck Protection Program lender in the United States, supporting more than 480,000 small businesses and helping to preserve an estimated 1.4 million jobs.

Stablecoin Settlement on Solana

Cross River's connection to the Solana ecosystem materialized in December 2025 when it became one of the first U.S. banking participants in Visa's USDC stablecoin settlement pilot. In a joint announcement with Highnote—a unified platform for card issuance and acquiring—Cross River introduced USDC-based settlement running over the Solana blockchain into a live production environment.

The technical arrangement replaces conventional multi-day clearing windows with near-continuous settlement. Under the Visa pilot, U.S. issuer and acquirer partners can settle card activity in USDC around the clock, seven days a week. The Solana blockchain provides the settlement layer: USDC balances move between counterparties on-chain within a framework governed by bank supervision and defined settlement parameters. For partners, the change delivers faster access to funds, reduced need for pre-funding settlement accounts, and more efficient treasury reconciliation—without any visible change to end consumers' card experience.

Luca Cosentino, Cross River's Head of Crypto, described the initiative as bringing "onchain settlement safely into mainstream financial services." Broader rollout of the USDC settlement capability across the U.S. was planned to continue throughout 2026 after the initial limited-state pilot.

Unified Fiat and Onchain Infrastructure

Beyond the Visa pilot specifically, Cross River has built stablecoin payments more broadly into its platform as a native capability. The bank's onchain infrastructure unifies fiat and stablecoin flows through a single interoperable system, handling merchant payouts, on/off ramps, network settlement, and treasury management for approved partners—on both Ethereum and Solana networks.

The key architectural bet Cross River has made is that fiat rails and blockchain rails should not be siloed. Partners plugging into COS do not need to maintain separate ledger systems or manage blockchain integrations independently; the bank abstracts that complexity while maintaining bank-grade compliance controls. This matters particularly for crypto-native fintechs that need regulated institutional infrastructure to hold customer funds under FDIC protection, conduct KYC and AML screening, and interact with traditional payment networks.

In September 2025, Cross River extended this approach through a partnership with Transak, enabling faster and more compliant fiat-to-crypto transactions for consumers and businesses. Cross River has also maintained cryptocurrency infrastructure dating back to its Coinbase partnership for on/off ramp services, and Ripple-based cross-border payment rails have been part of the bank's stack since 2014—giving it more than a decade of operational blockchain experience before its Solana integration.

Strategic Direction and Funding

In February 2025, Cross River closed a $50 million investment round led by T. Rowe Price Investment Management. Gilles Gade characterized the strategic focus as "embedded finance 2.0"—the bundling of crypto, lending, payments, and cards on one platform, with an AI layer on top. The funding was designated to support new product launches, deepen existing fintech partnerships, and accelerate international expansion.

Cross River has also developed CRB Securities, an investment banking arm focused on capital markets activity for fintech-adjacent clients. The bank's diversified positioning—spanning marketplace lending, card issuing, payment rails, onchain settlement, and capital markets—is intended to make it a comprehensive institutional backend for the next generation of embedded finance companies.

The bank's newsletter and blog publications have tracked its evolving view of where financial infrastructure is heading: toward agentic commerce requiring embedded fraud and liability controls, stablecoins as a settlement layer above traditional rails, and the blurring of card and blockchain payment experiences. Cross River has consistently positioned itself as an institution that views regulatory compliance and financial innovation as compatible rather than opposed—a stance that has made it a credible banking partner for companies in the crypto space that require FDIC-insured custody and licensed money transmission infrastructure.

Ecosystem Fit Within Solana

Cross River's Solana presence is primarily institutional: it provides the regulated banking layer enabling USDC to flow through Visa's settlement network on Solana, giving mainstream card programs access to blockchain-native settlement speeds. For the Solana ecosystem, this represents meaningful institutional adoption—a federally regulated bank with an FDIC charter actively settling production payment volume on-chain. As Visa's stablecoin settlement capability expands to additional U.S. partners through 2026, Cross River's role as a foundational infrastructure provider for compliant Solana-based settlement is likely to grow.
